This week, specialists from Mykolaivvodokanal signed an agreement with a legal entity to supply liquid chlorine for water treatment. The company now needs almost 54 tons of the chemical, with the total cost including taxes being UAH 5 million 805 thousand.
Since the beginning of Russia's full-scale invasion of Ukraine, almost all funding, chlorine supplies, and the selection of the company that provides these services to Mykolaivvodokanal have been supported by international funds, including the International Committee of the Red Cross. In other words, Mykolaivvodokanal only receives donor assistance.
In peacetime, deliveries were made by special vehicles carrying 15 containers of chemicals each. Now, in accordance with the current Memorandum of Understanding between the utility company and the International Committee of the Red Cross, Mykolaivvodokanal specialists must comply with the donor organization's requirements. Therefore, for public safety, chemicals are transported by vehicles equipped with only 4 containers with a capacity of no more than one ton each. The containers must be distributed along the entire length of the truck (not next to each other) and packed with sandbags for limited protection against ballistic damage or road accidents. During the supply and transportation of chlorine, vehicle routes should pass through populated areas as little as possible.
Thus, this year the cost of purchasing liquid chlorine is higher than last year. This is because more money is spent on logistics routes, fuel, and lubricants for transport, and the number of deliveries of the product is increasing.
However, it should be noted that the supplier of liquid chlorine and the pricing policy are determined by the donor, namely the International Committee of the Red Cross. The municipal utility Mykolaivvodokanal acts only as the ultimate beneficial owner and is not a payer for the products.
